fix: add build step before binary compile in release workflow#19

bun build --compile needs workspace packages built first so @tpsdev-ai/agent can be resolved. Also bumps agent to 0.4.0.

Release workflow fails because
bun build --compilecan't resolve@tpsdev-ai/agentworkspace package. Addingbun run buildbefore compile ensures workspace packages are built first.Also bumps
@tpsdev-ai/agentto 0.4.0.
