Let's do this on 6.3. Can you please change the target and rebase? Please also update the root composer.json, and remove the lines to the changelog (this is not a new feature) |

This PR simply allows league/uri v7 to be installed.
The API did not change for the two static functions called by HtmlSanitizer.
