add include-if paragraph for STATEMENT, use more specific Process fragment ID for Note track links
will need Bikeshed fixes (at least speced/bikeshed-boilerplate#163 , speced/bikeshed#3136 , speced/bikeshed#3137) to make "Status: STATEMENT" work (using the stylesheet short status of STMT was insufficient, default Bikeshed code failed to handle it).

As documented in https://github.com/speced/bikeshed/tree/main/bikeshed/boilerplate, boilerplate stored here is inactive, and that such changes should be made in the corresponding files in https://github.com/speced/bikeshed-boilerplate/ instead. I don't know why boilerplate continues to exist in this repo nonetheless, but the place that needs fixing is there, not here. |

(also, I am unsure why the proposed fix is applied to the boilerplate of the mediawg only, rather than to all the wg's that have status text for notes, or for all W3C groups generally. |

The boilerplates here are used to generate the tests. (Rather than relying on a varying set of boilerplates from the live repo, since literally any change there would cause tests to start failing here.) |

This PR is a replacement for speced/bikeshed#3137
