Added Python and PyPi version badges to the top of the README per our discussions in #6495.

Should be ready for your review.

I have no idea how, but a bunch of test are breaking. the blas linking is related to a new conda, so don't worry about that. I don't understand the shape issue, though.

It looks like the master build on Travis-CI has been broken for a few days: https://travis-ci.org/scikit-learn/scikit-learn/builds/113590147

yeah but only the conda python3.5 was broken. your PR also breaks the ubuntu numpy-dev build.
