Thanks for doing this. It somehow feels like a deja vu, like we did discuss/change permissions on workflow recently to lock them down. Is that just my imagination or did we miss this one? Anyway, lgtm!

I did indeed do a few other PRs related to #30702 some time ago. With this PR and #31076 all the GH workflows will have explicit permissions.
