Updated the "notebook-style" example for plot_db_scan.py to use the preferred block splitter # %%

Any other comments?

Converted the normal text between code blocks to Title for each block

Thanks @AmarCodes-22 The rendering is fine. We could revisit this example in the future to improve the narrative.
