Based on the table listed above,
=operators precede '^' operators, and while the text of this document may be taken to mean that the order these two operators are applied doesn't matter in this specific case, given that this is a discussion of precedence in general, continuing to have these operators listed in order of precedence seems less likely to cause confusion.
