Doc: Disable smartquotes for ja, fr and zh_TW translations

This is a replacement for python#9337.

* Using conf.py to disable smartquotes through Sphinx instead of using docutils.conf
* Disable smartquotes for Japanese, French and Traditional Chinese translations

C'est mergé en 3.8 mais il faut backport en 3.7. Mais pour backport en 3.7 il faut bump sphinx en 3.7 d'abord. voir python/cpython#10344
