We could group the language governance PEPs, plus the steering council election PEPs, and the various proposed models.

Here's a WIP branch:

(Opening an issue instead of a draft PR to avoid pinging two dozen codeowners.)

Seems fairly reasonable, but not entirely sure how much added value it brings given there's only two special case PEPs (which both should be in the top Process section), plus the whole 8xxx-series which is clearly differentiated by number. So, +0 from me.
