Remove the 'Without make' section 
Firstly, 'Without make' makes no sense because we can pass a parameter to the
``make`` command, for example, ``make html``, or ``make latexpdf`` and
we will get the same result.

Secondly, We have to provide an easy way for the developers which want
to generate the documentation.

Without make
------------

Install the Sphinx package and its dependencies from PyPI.

Then, from the ``Doc`` directory, run::

sphinx-build -b<builder> . build/<builder>

where ``<builder>`` is one of html, text, latex, or htmlhelp (for explanations
see the make targets above).
