The test suite fetches the C recursion limit from the _testcapi extension module. Test extension modules can be disabled using the --disable-test-modules configure option.

If --disable-test-modules builds become common, it would be best to put constants like this into a small built-in module, so not as many tests need to be skipped.
(And there might be reasons to expose non-test-related constants as well.)
