The previous design of choosing increments based on the number of survivors doesn't work.
In order to handle the case of code that produces nothing but cycles, the rate of collection needs to be so high that the case of code that produces no cycles is slowed down hugely.

Fortunately, the fix is quite simple: base the size of the increment on the size of the heap.
Essentially we perform a whole-heap collection at the same rate as the traditional cycle collection, but in increments.
In the old collector, the thresholds were set so that a full heap collection was done every 100 young collections. We now do a 1% increment with every young collection.

There are a couple compile-time warnings on the Windows build:

My guess is that gc_set_old_space() should be declared as having a fatter size argument than int.

This PR overall improves speed by 27% GM / 0% HPT on the benchmarking suite and uses 6% more memory, however, this is after the regression in #116206 of 24% GM / 0% HPT slower, using 1% less memory. Running a custom comparison between the commit just before #116206 and this PR, it's an overall improvement of 2% GM / 0% HPT for the GC changes + the bugfix in this PR.

In hindsight, we probably should have measured and not merged #116206 to begin with, because the regression is so obvious in some benchmarks.

(Here GM == Geometric mean, HPT == Heirarchical Performance Testing method).

First of all, I want to be clear that I have only a basic understanding of the GC implementation, and perhaps even less so of the new incremental GC. Consequently, the confidence interval around my assessment here is quite large.

Even from that point of view, the fix in this PR seems straightforward and the correlation to an impact on performances is clear. However, if you think this PR might have any subtle secondary effects to consider then you should get an additional review from someone more expert.

I'm approving the PR under the assumption that you will address my few concerns and answer my questions (and get an expert review, if necessary) before merging.

Looking deeper at the benchmarking data for this PR vs. the commit prior to #116206, memory usage is up pretty significantly for the benchmarks that actually have a lot of data. (By 45% for mypy2, for example). Maybe that doesn't matter as long as the memory usage still has a reasonable upper bound, but it's something to probably confirm.

I think what really matters for this is to ensure that highly cyclical data structures are still collected in a reasonable time frame. I think the only way to get that from the data would be to increase the number of iterations and see how that affects memory usage.

I'm going to merge this, as it does fix the immediate problem.

The memory use for mypy2 is up significantly, but the memory use for "tomli_loads", which also uses a significant amount of memory, is down.
I'll leave the issue open and we can look to fine tune thresholds later.

According to *recent* man pages of all functions for which we call PySSL_SetError, (in OpenSSL 3.0 and 1.1.1), their return value should be used to determine whether an error happened (i.e. if PySSL_SetError should be called), but not what kind of error happened (so, PySSL_SetError shouldn't need retval). To get the error, we need to use SSL_get_error. However, I left some experiments in, disabled for now via `#if` tricks. Since this code was first written, some kinds of comparisons have gotten enormously faster (like for lists of floats), which changes the tradeoffs. For example, plain insertion sort's simpler innermost loop and highly predictable branches leave it very competitive (even beating, by a bit) binary insertion when comparisons are very cheap, despite that it can do many more compares. And it wins big on runs that are already sorted (moving the next one in takes only 1 compare then). So I left code for a plain insertion sort, to make future experimenting easier. Also made the maximum value of minrun a `#define` (``MAX_MINRUN`) to make experimenting with that easier too. And another bit of `#if``-disabled code rewrites binary insertion's innermost loop to remove its unpredictable branch. Surprisingly, this doesn't really seem to help overall. I'm unclear on why not. This acts like a regular dict but also includes extra information about the type. This replaces stgdict by `StgInfo`, a C struct on the type, accessed by `PyObject_GetTypeData()` (PEP-697). All usage of `StgDict` (mainly variables named `stgdict`, `dict`, `edict` etc.) is converted to `StgInfo` (named `stginfo`, `info`, `einfo`, etc.). Where the dict is actually used for class attributes (as a regular PyDict), it's now called `attrdict`. This change -- not overriding `tp_dict` -- is made to make me comfortable with the next part of this PR: moving the initialization logic from `tp_new` to `tp_init`. The `StgInfo` is set up in `__init__` of each class, with a guard that prevents calling `__init__` more than once. Note that abstract classes (like `Array` or `Structure`) are created using `PyType_FromMetaclass` and do not have `__init__` called. Previously, this was done in `__new__`, which also wasn't called for abstract classes. Since `__init__` can be called from Python code or skipped, there is a tested guard to ensure `StgInfo` is initialized exactly once before it's used. Crucially for the `WeakValueDictionary` use case, the predicate evaluation + deletion sequence is atomic, provided that the predicate doesn’t suspend. For example, plain insertion sort's simpler innermost loop and highly predictable branches leave it very competitive (even beating, by a bit) binary insertion when comparisons are very cheap, despite that it can do many more compares. And it wins big on runs that are already sorted (moving the next one in takes only 1 compare then). So I left code for a plain insertion sort, to make future experimenting easier. Also made the maximum value of minrun a `#define` (``MAX_MINRUN`) to make experimenting with that easier too. And another bit of `#if``-disabled code rewrites binary insertion's innermost loop to remove its unpredictable branch. Surprisingly, this doesn't really seem to help overall. I'm unclear on why not. This acts like a regular dict but also includes extra information about the type. This replaces stgdict by `StgInfo`, a C struct on the type, accessed by `PyObject_GetTypeData()` (PEP-697). All usage of `StgDict` (mainly variables named `stgdict`, `dict`, `edict` etc.) is converted to `StgInfo` (named `stginfo`, `info`, `einfo`, etc.). Where the dict is actually used for class attributes (as a regular PyDict), it's now called `attrdict`. This change -- not overriding `tp_dict` -- is made to make me comfortable with the next part of this PR: moving the initialization logic from `tp_new` to `tp_init`. The `StgInfo` is set up in `__init__` of each class, with a guard that prevents calling `__init__` more than once. Note that abstract classes (like `Array` or `Structure`) are created using `PyType_FromMetaclass` and do not have `__init__` called. Previously, this was done in `__new__`, which also wasn't called for abstract classes. Since `__init__` can be called from Python code or skipped, there is a tested guard to ensure `StgInfo` is initialized exactly once before it's used.
