Dropping macOS Travis because it's 10.13 and homebrew doesn't support it anymore, causing manual formula builds and taking forever. |

Cleanup for newer functionality in build/pipx, and re-syncing dependabot with pybind11. Fixing bug with travis, and reducing the runs a bit there.
