The hermepow function was incorrectly listed in __all__ as hermpow.
The rather lax standards used in scipy were used to identify the needed style fixups.
Detected by pyflakes.
Made conformant with the standards of scipy.

Note that github is displaying the commits out of order. I'm guessing that they are sorting them in chronological order for some reason known only to them. |

One bug and various PEP8 and maintenance fixes for files in
numpy/polynomial. The PEP8 fixes are conformant with the scipy PEP8 checks.This has been rebased on the base common to maintenance/1.9.x and master in case we want to backport the bug fix.
