When reviewing #11475, we realized that the NEP was unclear about the intended policy towards bug fixes in the legacy RandomState class. I have added some text to make it explicit that we are not intending to fix bugs in RandomState. Maintaining absolute stability has priority since the purpose of RandomState will be more limited in the post-NEP world. The new RandomGenerator distributions will be where bugs can be fixed freely.
