This pull request is for a patch which enables the use of a (16Mb) 512K Words x 16 Bits x 2 Banks16Mb SYNCHRONOUS DYNAMIC RAM with STM32 with SDRAM controller. For instance IS42S16100H / IS45S16100H.

Provides the ability to disable MICROPY_HW_FMC_BA1 (Bank Address #1), and MICROPY_HW_FMC_A11 (Address Bit #11).
