Hmm, I don't get this edit in context because it's right below the line on checking out the source code and what follows are build from source instructions. Maybe a line at the end of this section:
For more information on building from source, see :doc:`building from source <../users/installing#installing-from-source>

(and that rst link is probably wrong, so you're gonna wanna recompile the docs)

I think this has effectively been covered by #8888 and some other PRs; see http://matplotlib.org/devdocs/devel/contributing.html#retrieving-and-installing-the-latest-version-of-the-code for current version.
Closing, but feel free to request a reopen if you think other points are missing.
