PR summary

Update advice on what to do to get our attention:

  • As establish at [Doc]: non-members cannot mention or access teams #24599, new contributors cannot ping the team, but just leaving a comment should hopefully be noticed by someone.
  • Be more explicit about how long it's reasonable to wait because "a while" can mean very different things to different people. I noticed one new contributor waited over a month. I'm not wedded to "a week or so" but I think I've seen other team members suggest it directly to new contributors.
