It looks like the Cygwin tests crossed with the minimum Python bump, so we'll need to do that too.

Also, this scheduled job was skipped, so we have something a bit off in the conditions.

In the original PR, it was said that Cygwin has Python 3.5-3.9, so I just dropped 3.8 and didn't attempt to add any higher versions.
