PR Summary

Let's see whether this helps with #15647 and can run in a reasonable amount of time.

Edit: looks like this runs into sphinx-doc/sphinx#6779 and sphinx-doc/sphinx#6806 -- edit: the second one will be fixed in sphinx 2.3.0.

It does not yet (including the new fork) support Python 3.

This is using sphinx's make linkcheck, which does support Py3. AFAICT the build fails over actually broken links...

I thought it was easier to start again instead of rebasing this... #21999
