Generating changelog for 0.1.0 right after 0.1.0rc1 failed with “No commits found in range” because the script compared rc vs final and found no changes

I updated to choose previous stable tag (exclude rcN) as range start and skip changelog update instead of exiting with error

Also would be great to migrate to existing changelog generation tool right after this release #99
