What is happening?
In the WindowCovering, if I open the controls modal and change the target value slider to any value between 0% and 100%, the controls modal remains open and the current value slider will move to the correct position.
If I open the controls modal and change the target value slider to either 0% or 100%, the controls modal closes immediately.The tile will show "Closing..." or "Opening..." and eventually "Closed" or "Open".
What you expect to happen?
If I open the controls modal and change the target value slider to either 0% or 100%, the controls modal remains open.
