Updating the reference documentation website from googleapis.dev to cloud.google.com for the index pages. Also updating references in the README.

As with the Bigtable PR, the new page lacks features of the current Sphinx index page (installation, supported Python versions, migration guide, changelog).

Merging as it was discussed that this is not a blocking feature.
