This marks the IPalettePreferences and DefaultPalettePreferences as "forRemoval", and replaces them with PaletteViewerPreferences class. The constants for the different palette layouts are also replaced with what is declared by GEF. Preferences are now tracked by the DesignerPaletteViewerPreferences class, which is also used to define our own preferences.
