The description is now expected to be a string. Any special (html) characters need to be properly encoded. See eclipse-windowbuilder#638
Note that there is no real distinction between inclusions and exclusions, hence why we work directly with the JAXBElement. See eclipse-windowbuilder#638

This change migrates handling of the component description, exposing rules, method order and in-/exclusions, as well as the untyped parameters to JAXB.
