Updating with latest main as we had a build break that just got fixed with 6b3a36d

Could someone look into triaging either this or #45598 please? Fixing this blocks our migration to .NET 9.

There's been no movement on this issue or #45598 for months now. Could someone kick off the triage for either PR please? This issue is still a problem.
