We need to track the usage of the GenerateSBOM feature in Pack and Publish scenarios to see if uptake is enough to justify turning it on by default.

We should track a new data point for SBOM publishing (dotnet/cli/sbom/generate?) that tracks
- scenario - pack vs publish
- version of the package
- implicit dependency (SDK-provided) or user-explicitly added PackageReference
