Alpine 3.5 ships with Postgres 9.6 as its default package version so just use the built in APK.

Sorry for the super long tail 🙇‍♂️,

We use the postgresql server source to keep closer to upstream releases. The Alpine packages usually lag behind (and have a limited set of versions) and may not be 100% how upstream recommends to install.
