Background
It's common for Cortex users to have a plugin at global scope that is just a list of useful links and info for users, written as a static HTML file. It would be nice if they could have something that's friendly and easy to edit within Cortex.

Adds the info-cards plugin, a plugin designed to be added to the global scope that allows users to easily create a layout of useful content and links.
