this PR adds a new guide for federating Coder's Terraform runner to Azure, regardless of where Coder is running. this guide outlines the Service Principal with a Client Certificate authentication method, which is recommended by Terraform when authenticating the Azure provider.
I've tested this solution in my deployment, and have had it working for almost a year now.
