remove the softwareSuggestions per discussion in #233

This PR is candidate for a discussion, it changes the spec, we should label it #discussion.
Discussion will be open until March 15th and we will then proceed to a vote from March 15th to March 25th.

Many +1 votes are already noted on the issue #233

Rereading the issue, this PR is implementing the removal but I'm not sure that the suggestion was just to remove a term:
copied from the issue:

  • Proposed: addRecommendations: Additional software to enable optional features, code development, interoperability, etc

Since this is a breaking change, I would like to reopen the discussion for v4.0, as the community of infrastructures that might be using it, can be affected.

The issue started a whole bunch of discussion, and the final consensus was that we don't need addRecommendations and that the existing schema.org term softwareRequirements would be sufficient. But that was also awhile ago so the discussion can continue until we get to the 4.0 release.
