Summary

Expanded the setup instructions for Okta as an OIDC provider with support for an official ONI App Catalog app. This is required for publishing of the official ONI app in Okta. Re-labled the previous instructions as Custom OICD application. This change makes it easier for customers to add Okta as an OIDC provider with an officially supported app within Okta. Previous method of adding Okta as an OIDC provider is still supported.

@michaelmmc I think we might be missing the pre-reqs and supported features portion of this?

Also, make sure following points are included in the document.

Prerequisities
Supported features
Configuration Steps
SP-initiated SSO

^ this was the initial feedback they'd sent our way
