Describe the PR

Despite the name of the branch, this is just an initial pass at the documentation for BTabs. I would like to get my head wrapped around the repercussions of #1821 before filling out the Component Reference and doing the full parity pass on BTabs and BTab, but it seems worthwhile to get this merged.
