Oskar companion PR to arangodb/arangodb#11354
This turns off tests for arango-dfdb, which does not exist in devel anymore.

We don't need this change because dfdb suite is blacklisted via ./UnitTests/OskarTestSuitesBlackList of ArangoDB devel (thus, 3.7+) and archive generation just uses --exclude for arango-dfdb.8 so it won't be there if initially nothing was generated.
