Fixes: #10246

Purpose of this pull request

Add the FieldEncrypt transform plugin to enable encrypting and decrypting specific fields.

Does this PR introduce any user-facing change?

Yes. Users can now enable the FieldEncrypt transform to encrypt or decrypt selected fields in their data pipelines.

How was this patch tested?

  • FieldEncryptTransformTest
  • TestFieldEncryptIT
