This is the fix for the issue #680 already opened for 2.9.2 but as this wasn't merged. Open it again aligned with last master code for 2.9.4

This has been tested with the dependency inject-1.jar that is a valid JAR from JPA and Hibernate that doesn't contain a MANIFEST.MF and that doesn't make it "wrong" when used as a JAR dependency and not an OSGI dependency.
