PR Summary
The PowerShell gallery is sometimes unavailable which causes our tests to fail. As the package management tests are in a different repo, this is really about acceptance of that package. We can avoid stability problems by making the tests local only.
There is one test which is marked as pending. This is the PackageProvider test which has eluded being able to be local with a test module. That would be addressed at a later date.
