PR Summary
This PR adds SSH remoting test helper functions to the existing HelpersRemoting tools module.
PR Context
This is the beginning of SSH remoting tests, with helper functions to set up and configure SSHD components, and then create a PowerShell SSH remoting endpoint.
Currently, only Ubuntu and Windows platforms are supported, and it is assumed that SSH client is already available.
