Please note that #507 is a really ancient start to this (and incorporating it for the Core PowerShell on Windows build).

Accidentally made a duplicate, summary:

Move MMI/N out of tree and make NuGet package

Need a NuGet package in windows-build that provides real MMI on Windows and stub on Linux.

This is started with an MMIN package and removal of the project.

And update from @dantraMSFT:

As of this morning, we've decided to do two things; 1: Build a private version of MMI.Native that adds duplicate internalsvisibleto for PS/DSC assemblies using the public key from visualstudiopublic.snk. 2: Added a task to refactor our dependency to use the C# MMI that your team is creating.

ETA for #1 is today. Since we're not doing coreclr yet, I plan on creating a package for DSC as part of the effort and move over to the repro work you've done - currently it is insufficient since it doesn't appear to address symbols or MMI.Native.Unmanaged
