Summary of the new feature / enhancement

There is an issue when PowerShell generates a new release a manual PR is required to get WinGet updated with the latest version. Please create a CI/CD workflow to automatically update WinGet.

FYI this was added to be used in this PR #15050 (albeit not fully complete) but seemingly never linked up in CI/CD - although lots has changed since then too like arm builds and MSIX builds
There was also this PR #20563 by @anamnavi that's been closed as not completed - hopefully a new one is on the way

Looking at this pipeline yml this shows many manual steps still, inc winget releases
