What does this PR do? What is the motivation?

The Logs Error Tracking, RUM Error Tracking and APM Error Tracking products got unified into a single Error Tracking product. The data sources will now also be unified. The (default) retention for issues on the unified Error Tracking is 1 year, and for individual error samples it's 15 days.
