This PR includes several changes to the azure/functions package, primarily focusing on updating dependencies, refactoring code, and improving the build process. The key changes are grouped by theme below:

Dependency Updates and Refactoring:

  • Removed references to _thirdparty.werkzeug and updated imports to use the main werkzeug package directly

Build Process Enhancements:

  • Added pyproject.toml to define the build system requirements and project metadata, replacing setup.py.
  • Updated build pipelines to use python -m build instead of setup.py for building the Python SDK.
