Fereniki Vatavali
Fereniki VATAVALI is an applied researcher at the National Center of Social Research, Greece, since 2021. Ιn 2002 she graduated from the School of Architectural Engineering of National Technical University of Athens (NTUA) and in 2005 she received a MSc in Urban and Regional Planning from NTUA. She received her PhD in December 2010 from the Department of Urban and Regional Planning at NTUA. The title of her doctoral thesis is “New geographies of the Greek-Albanian borderland and the process of housing production. Ioannina and Gjirokastër after 1989”.
She has taught urban planning, urban theory and social geography in NTUA, Democritus University of Thrace, University of Thessaly, Hellenic Open University and Polis University of Tirana. She joined as a researcher the Laboratory of Urban Environment NTUA in 2002 and until 2015 she has participated in several research projects dealing with urban development processes and socioeconomic transformations of the Greek cities.
Her professional experience includes consultancy on urban planning issues , as well as work in architectural bureaus in Japan, Syria, Jordan and Greece. The article investigates the current challenges households face in Greece with regards to the energy performance of their dwellings. We claim that unpacking households' experiences, practices, and perceptions could contribute to a deeper understanding of the social dynamics related with dwellings' energy performance; dynamics which are expected to expand in the context of the "green transition." Understanding these dynamics is also important for developing efficient national policies that respond to households' needs and problems. Our intention is to identify the potential implications renovations might have for households, including the role of energy retrofitting in addressing or increasing households' problems to deal with their energy needs and particularly energy poverty.
Στόχος του άρθρου αυτού είναι, μέσα από συγκεκριμένα παραδείγματα χωρικού σχεδιασμού, να συμβάλει στην αποτίμηση των θεσμικών μεταρρυθμίσεων που έχουν εφαρμοστεί στην Ελλάδα στο πλαίσιο της πρόσφατης κρίσης χρέους. Συγκεκριμένα, το άρθρο εστιάζεται στις διαδικασίες πολεοδομικού σχεδιασμού στο Δήμο Χαλανδρίου και ιδιαίτερα στις θεσμικές προκλήσεις που αντιμετώπισε τα τελευταία χρόνια η διαδικασία αναθεώρησης του Γενικού Πολεοδομικού Σχεδίου του Δήμου και η εξέλιξη της Πολεοδομικής Μελέτης περιοχών Ζώνη Δουκίσσης Πλακεντίας – Πεύκο Πολίτη – Έθνος. Το άρθρο διερευνά με κριτική ματιά τον τρόπο με τον οποίο επιμέρους αλλαγές στο θεσμικό πλαίσιο για την έγγειο ιδιοκτησία, τον χωρικό σχεδιασμό και τη χωρική διακυβέρνηση επηρεάζουν τη διαδικασία ολοκλήρωσης των δύο σχεδίων, επιδιώκοντας να αναδείξει συγκρούσεις, αντιφάσεις και δυναμικές που προκύπτουν για τη ρύθμιση του χώρου στην Ελλάδα.
The scope of this paper is to make a review of the good practices of active mobility measures implemented by big European cities to face the changing travel patterns and the social distancing requirement due to the COVID-19 pandemic. Active mobility good practices were gathered by 50 postgraduate students and they were categorized by the authors. 50 European cities were reported, of which four (4) were examined further as the most reported ones. These were the following: Paris, France; Milan, Italy; Brussels, Belgium; and Berlin, Germany. This does not mean that these cities are the best performing in active mobility, as there could be cities that already had adequate active mobility performance, and other factors interfere, such as the brand name of each city. The most reported good practice was the temporary pop-up bicycle lanes, also applied in Thessaloniki, Greece. Another good practice is the expansion of pedestrianization and the speed limit of 30 km/h. Athens, Thessaloniki, and other Greek cities have a lot to learn from the experience of the other European cities, and this paper is an attempt of knowledge transfer. It seems that the crisis of the COVID-19 pandemic has become an excellent opportunity for the promotion of active mobility in Europe that should not be left unexploited.
As far as mobility was concerned, the majority of respondents were unwilling to change their commuting practices. Although most of our findings presented a homogenous distribution in our sample, some changes in perceptions, experiences, and practices were correlated with the gender, age, and family status of the respondents. The results of the analysis provide useful information to policy makers and show that it is necessary to radically rethink aspects of urban space and urban mobility, in relation to the multiple problems and dynamics of the active population.

In this regard, the aim of this chapter is two-fold. First, we intend to investigate how the particularities of urban space are producing and reproducing energy vulnerability and energy poverty in Athens. Second, our approach attempts to highlight the significance of energy deprivation as an analytical tool for the study of urban space and the transformation of cities; something that is of the utmost importance for exploring the repercussions of the economic crisis and related austerity policies in Athens, but also in other cities around the world where austerity reforms have been implemented. Our intention is to discuss energy deprivation as a spatial phenomenon: a phenomenon that occurs in space and at the same time defines its own spatial frame. Also we intend to go beyond the household scale and investigate, not only the interdependences of housing quality, heating systems, social policies and everyday practices, but also the urban development processes as they have been formed in the long-term and redefined during the crisis.

This article aims to explore the continuities and transformations in landownership from the beginning of the1990s until the outburst of the global financial crisis, by studying housing production processes in the city of Ioannina. Albeit the facts that housing is still a key factor of social integration and the main mechanisms of housing production have not been altered, the article claims that new modes of landownership have emerged with various social impacts.
The article builds on a research project that took place between 2005 and 2010. It is based on interviews conducted with persons involved in housing production and on quantitative analysis of data regarding construction activity and the real-estate market.

Από τις αρχές της δεκαετίας του 1990 η κατοικία βρίσκεται στο επίκεντρο σημαντικών μεταλλαγών στην Ελλάδα, σε συνάρτηση με παγκόσμιες διεργασίες. Σημειώνεται έκρηξη οικοδομικής δραστηριότητας, έντονη κινητικότητα στην κτηματαγορά και μεγάλη ώθηση στην παραγωγή κατοικίας, επαναπροσδιορίζοντας όψεις της ιδιοκτησίας της γης.
Στόχος του άρθρου είναι, μέσα από τη μελέτη των διαδικασιών παραγωγής κατοικίας στην πόλη των Ιωαννίνων, να διερευνηθούν οι συνέχειες και οι μεταλλαγές στην ιδιοκτησία γης το διάστημα από τις αρχές της δεκαετίας του 1990 έως το ξέσπασμα της παγκόσμιας οικονομικής κρίσης. Κεντρικό συμπέρασμα του άρθρου είναι ότι, παρότι η κατοικία συνεχίζει να είναι βασικός παράγοντας κοινωνικής ενσωμάτωσης και οι βασικοί μηχανισμοί παραγωγής της παραμένουν οι ίδιοι, διαμορφώνονται νέες σχέσεις με την ιδιοκτησία της γης, με διαφορετικές επιπτώσεις για τις επιμέρους ομάδες.

The collapse of state socialism in 1989 and the transition of Albania to the free-market economy is the starting point of wide changes on land ownership and housing production, in the context of global processes. The aim of this article is to explore the processes of the transition of land ownership from a centrally planned economy to free-market economy after 1989 and until 2007, by focusing on housing production in the city of Gjirokastër. The main argument of the article is that, despite serious social inequalities, the dynamics related with land ownership and housing distribute the profits from land rent to wide social groups.

The objective of this article is the critical appraisal of informality in land development processes in Albania, a former socialist country in “transition”, by exploring links with land reforms and socioeconomic dynamics, as well as the interaction of various actors from the global to the local level. We argue that, through multiple synergies and conflicts, informal practices serve a wide variety of interests, while informality in itself, as well as the policies for controlling it, may also lead to the intensification of socio-spatial inequalities and exclusions
Our approach is based on the analysis of the land development processes in the coastal settlement of Jal as a case study. The article focuses on an incident of demolitions of informal constructions in Jal in 2007, which was associated with a World Bank's development project, as well as on the land development dynamics prior to and after this incident. We employed a mixed-method approach, based on qualitative tools, which combined fieldwork in Jal, semi-structured interviews in Jal, Tirana, and Athens, evaluation of land reforms and review of official reports and articles in the local and national press.

Πώς, όμως, τα προβλήματα που αντιμετωπίζουν τα νοικοκυριά σε σχέση με την πρόσβαση στην ενέργεια συνδέονται με τα χαρακτηριστικά του αστικού χώρου; Πώς βιώνονται σε διαφορετικές περιοχές και από διαφορετικές κοινωνικές ομάδες; Ποιες πρακτικές υιοθετούνται για την κάλυψη των ενεργειακών αναγκών και την εξοικονόμηση ενέργειας και πώς σχετίζονται με τις προωθούμενες πολιτικές; Και, τελικά, πώς τα ζητήματα της ενέργειας μεταλλάσσουν τους όρους κατοίκησης στην πολυκατοικία, καθώς και το ρόλο της ως συντελεστή ανάπτυξης της ελληνικής πόλης;
Το βιβλίο αυτό φωτίζει διαφορετικές πτυχές της ενεργειακής φτώχειας στην Αθήνα και ανιχνεύει νέες συγκρούσεις και δυναμικές που εκδηλώνονται στον αστικό χώρο. Μέσα από θεωρητικές προσεγγίσεις, χαρτογραφικές επεξεργασίες και εμπειρίες από επιλεγμένες πολυκατοικίες, αναδεικνύει τις γεωγραφικές διαστάσεις της ενεργειακής φτώχειας στην Αθήνα, επιδιώκοντας να συμβάλει στην ευρύτερη συζήτηση για τους χωρικούς μετασχηματισμούς της πρωτεύουσας τα χρόνια της κρίσης.

Στο κέντρο όλης αυτής της δυναμικής βρίσκονται ασφαλώς οι μεγάλες πόλεις της Ηπείρου, η Ηγουμενίτσα, η Άρτα, η Πρέβεζα, με επίκεντρο τα Ιωάννινα, αλλά και ένα δίκτυο δευτερευουσών κωμοπόλεων ή και χωριών, με ιδιαίτερη όμως ταυτότητα και δυναμική. Όλο αυτό το δίκτυο των αστικών κέντρων θα πρέπει άμεσα να καταστεί ικανό να αναλάβει το νέο του ρόλο. Σε πρακτικό επίπεδο αυτό σημαίνει ένα προγραμματισμό που θα στοχεύει στην ανάδειξη των συγκριτικών πλεονεκτημάτων κάθε αστικού πυρήνα καθώς και την εκτίμηση των τάσεων και των πιέσεων που θα αναπτυχθούν, η οπιοία θα πρέπει να συνοδεύεται από τη λήψη, σε πολεοδομικό επίπεδο, των απαραίτητων μέτρων που θα οργανώσουν των αστικό χώρο στις νέες συνθήκες. Στο πλαίσιο αυτό ιδιαίτερη σημασία αποκτούν οι παρεμβάσεις στο δημόσιο χώρο των πόλεων της Ηπείρου.
Υπό αυτό το πρίσμα, η εισήγηση επικεντρώνεται στις προκλήσεις που αντιμετωπίζει η πόλη των Ιωαννίνων σε σχέση με τη δομή και την εικόνα του δημόσιου χώρου της και παρουσιάζεται ένα πλέγμα προτάσεων για την ενοποίηση και ανάπλαση των κοινόχρηστων χώρων του κέντρου της πόλης.

Το προτεινόμενο ερευνητικό έργο διερευνά το ρόλο της ενεργειακής φτώχειας στις αναδυόμενες χωρο-κοινωνικές ανισότητες στην Αθήνα, στο πλαίσιο της τρέχουσας οικονομικής κρίσης. Πρόκειται για ένα θέμα που, παρά τη σημασία του, δεν έχει μελετηθεί επαρκώς στην Ελλάδα. Υιοθετούμε μία χωρο-κοινωνική προσέγγιση, καθώς θεωρούμε ότι ο χώρος αποτελεί ταυτόχρονα συστατικό στοιχείο και αποτέλεσμα των κοινωνικών σχέσεων. Υπό αυτό το πρίσμα, στόχος του έργου είναι: (α) η ανάλυση του τρόπου ανάδυσης της ενεργειακής φτώχειας και των πρακτικών που υιοθετούν τα νοικοκυριά για την αντιμετώπιση της και (β) η διερεύνηση του τρόπου με τον οποίο η ενεργειακή φτώχεια και οι χωρο-κοινωνικές ανισότητες συσχετίζονται και αναπαράγονται σε τοπικό επίπεδο. Η προσέγγισή μας επιχειρεί να υπερβεί τα καθιερωμένα δίπολα μεταξύ αποστερημένων και μη αποστερημένων περιοχών και κοινωνικών ομάδων και να αναδείξει την πολλαπλότητα των ανισοτήτων και της ενεργειακής φτώχειας σε διαφορετικά χωρο-κοινωνικά πλαίσια, κυρίως μέσα από προσωπικές συνεντεύξεις σε συγκεκριμένες περιοχές του Δήμου της Αθήνας.

devastating, in terms of loss of life and environmental damage, and also have
potential to precipitate technological hazards. It is apparent that several types of
natural hazards have the potential to cause large numbers of fatalities. The hazards
that cause the largest numbers of fatalities in one event are earthquakes. Despite the
recent scientific evolution, earthquakes are still the most unpredictable and feared
natural disaster.
In fact they seem to occur without any previous warning. They also last a few
seconds, but they can cause severe human losses and material damage. In the 1990s
there have already been 13 earthquakes worldwide where fatalities have exceeded
1000 people.
It is not possible to predict earthquakes. However, their physical consequences
are highly predictable once we know which are the potential seismogenetic sources
that may affect an area and the physical and human characteristics of that same area.
Though we can not prevent earthquakes from occurring, their affects can be quite
minimised through effective prevention measures and reduction of vulnerability.
The aim of this document is to underline the seriousness of the seismic risk in
Europe, to present the measures and the initiatives that have been taken in national
level regarding earthquakes, as well as the relevant activities and initiatives that of the
European Union institutions and other international organisations. The main target of
this project is to contribute to the development of the European Union policy against
seismic disasters.

One of the most important issues of the Greek cities concerns the future of the public-open spaces. Collective practices adopted give rise to a wide range of potentialities and perspectives for the public space, based on an alternative model of social relations, production processes and spatial structures for the Greek cities, a model in which public-open spaces are considered a common good. In the context of the crisis “fronts” of resistance have been formed recently against the plans of privatization, disinvestment and over-building of public spaces.
The site of the former airport of Hellinikon is the last big open-public space left in Athens and one of the most crucial “fronts”. The “front” against privatization and the selling-off of public land and ownership consists a wider European and global “front”. We intend to project this very resistance against the selling-off of the site of Hellinikon and to present an alternative proposal about it. We claim that the site of Hellinikon should be gradually converted into a public Metropolitan Park, reusing the existing buildings in-loco for cultural, sporting and social activities in general, a Park giving open access to all the inhabitants and visitors of Attica Region, a Park ensuring the opportunity for participation in management to cooperative groups and self-managed initiatives.

Ποιες είναι οι πολιτικές που μπορούμε να εφαρμόσουμε σήμερα στα κτίριά μας για να μη σπαταλάμε τόση ενέργεια;
