This Work Package is dedicated to a comprehensive market surveillance action for lighting products. The action will be based on the new EU regulation for lighting products which is expected to be finalised in late 2018. Requirements are expected to come into force in 2020, though the date is not yet definitely confirmed. The Work Package therefore is scheduled for the period of 2021 to 2022 with some flexibility for shifts within the overall work program if necessary.
The new lighting legislation will cover all lighting technologies used in the domestic and the tertiary sector which were previously covered in different regulations. The specific action therefore will go beyond domestic products and will include indoor and outdoor lighting for the tertiary sector. The technological focus mainly will be on LED lighting as the primary lighting technology of the future.
The central objectives of the Work Package are:
- Assessment and use of screening methods to enhance the efficiency and effectiveness of market surveillance actions;
- Checking product compliance based on document inspection;
- Checking product compliance based on product testing;
- Check of compliance for online labelling;
- Feedback and recommendations from experiences with document inspection and product testing to support the further development of standards and legislation. Identification of circumvention issues;
- Impact assessment for the action.
An indicative number of 80 product models shall be tested with a roughly equal share of models supplied by each participating Market Surveillance Authority.

16 Market Surveillance Authorities and 4 other organisations from the following 15 countries: Austria, Belgium, Bulgaria, Croatia, Czech Republic, Germany, Ireland, Italy, Latvia, Lithuania, the Netherlands, Portugal, Slovenia, Spain and Turkey.
