Professor (Emeritus) Daniel Shefer, PhD, is a Professor of Urban and Regional Economics and ex-Dean at the Technion- Israel Institute of Technology. Professor Shefer has served as Senior Economist in the Urban and Regional Economics Division, Research department, of the World Bank in Washington DC. His areas of expertise are: urban and regional economics, transportation and environmental economics, industrial agglomeration and regional economic growth, and industrial innovation and technology transfer. He has published widely in these fields.

The challenges facing transportation planners have grown continuously over the years owing to mou... more The challenges facing transportation planners have grown continuously over the years owing to mounting problems of congestion, concerns with environmental degradation and global warming, enhanced awareness of safety, and the increasing complexity of travel behavior patterns associated with modern life. Modern life has brought about more travel, more leisure time, and more engagement in out-of-home, nonwork activities. Modern life, especially in more recent years, has also witnessed rapid population and economic growth in many urban areas and the decentralization of residential, commercial, and work places. It has also seen more women entering the labor market. Accompanying these changes has been the relaxation of some constraints, such as the need to commute at fixed hours, thus providing more degrees of freedom of travel. Because of the significantly increased alternative activities and travel patterns from which households can now choose, travel patterns have become more complicated. In addition, the total number of trips has increased, trip chaining is more frequent, and traffic peaks are becoming smoother. All this has resulted in making the analysis of travel behavior more complex. Understanding travel behavior is a first necessity in the design of various policies towards sustainable transportation development that will on the one hand support economic growth and well-being of the population and on the other hand will minimize transport externalities. Road users create externalities, often referred to as social costs that are imposed on other road (and non-road) users and, therefore, are not considered by their generators. Newbery (1988a, 1988b) classified these social costs into four main types: (1) Congestion costs-These are considered the classic transport externalities. Imposed on all other road users by any vehicle entering already congested traffic, these costs reveal themselves primarily in increased travel time (or cost) but also in increased vehicle operating costs (because of excessive fuel consumption and wear and tear on the vehicle). (2) Road damage costs-Newbery (1988a, 1988b, 1989) treated road damage costs quite extensively in a series of published articles. He defined road damage externalities as the increased vehicle operating cost imposed on subsequent vehicles driving on an increasingly damaged road. Road damage costs are not trivial, particularly in developing countries, and therefore they should be taken into account in the costallocation calculus of road-user charges. (3) Environmental pollution costs-These are externalities imposed primarily on non-road users in the form of air pollution, noise, and obstructed vision (US Federal Highway Authority, 1982; Quinet, 1989; and ECMT, 1990). For example, Monzon and Guerrero (2004) estimated the annual health and social costs of transport-related air pollution in Madrid at 357 million Euros.

This article presents findings of a survey designed to investigate transit potentials and mode ch... more This article presents findings of a survey designed to investigate transit potentials and mode choice determinants based on personal interviews with passengers of the Carmelit-an underground transit line serving the Israeli port town of Haifa. The Caremlit is situated under the slope of Mount Caramel and its gradient, at times is more than 35 percent. It operates on a pulley-like principal in which cable-linked trains move up and down simultaneously within the Caramel Mountain. On this isolated track the mode is unaffected by roadway congestion and weather conditions and has been proved to be highly safe. Train service is quite regular, at a frequency of approximately five departures per hour, the duration of a complete run from top to bottom being about 10 minutes as compared to 17 minutes by private car and 25 minutes by bus. World Heritage Designation and Property: The Impact of Preservation on the Price of Historic Assets

The restrictions and requirements imposed by historic preservation regulations bring about many c... more The restrictions and requirements imposed by historic preservation regulations bring about many changes to the rights of property owners. They might impose additional costs, most notably by prohibiting the demolition of designated buildings and thus decreasing property-development opportunities. The objective of this study is to examine what happens following world heritage designations; specifically, if and how such designations impact the property values of historic buildings. Using the hedonic price method, we measure the value of the option to demolish and rebuild that is denied to owners of designated buildings. We also measure the value of preservation regulations, expressed in the prices of apartments in designated buildings. The study area is the "White City" of Tel Aviv, which UNESCO designated as a world heritage site. The findings suggest that the market price of a designated building is on average 12.5% lower than its theoretical value if the building was not subject to historic preservation regulations. Moreover, a premium of approximately 14% was found in the price of apartment units in designated buildings if the building underwent preservation. These findings could have a direct impact on public policies designed to promote the preservation of historical buildings in world heritage sites.

(1975) Beit-Shemesh as a central place, its sphere of influence and possible means of extending it, Reg. Studies 9, 193--202. This paper is a report of a study conducted on the development town of Beit-Shemesh. The aim of the investigation was twofold. First, to determine the function of the town as a central place, and thus to assess the degree of integration of the town with its hinterland, and second, to analyse the consequences of various development policies for the degree of integration. In the course of this study, a methodological approach was developed which can be of great value to policy-makers in constructing a rational spatial investment decision; provided, of course, that the goals to be attained are well defined and the controlling variables are sufficiently identified.

In this article we discuss the relationships between transportation infrastructure, firm location... more In this article we discuss the relationships between transportation infrastructure, firm location, agglomeration and regional development. We will argue that the spatial transaction costs faced by modern firms have changed over recent decades, and that this has changed the ways in which transportation infrastructure contributes to form location behaviour and regional economic development. Therefore, in order to analyse these issues, it is necessary to consider the spatial transaction costs faced by modern firms and to investigate the conditions under which reductions in these costs due to infrastructure improvements will allow firms to move. These complex relationships are seen to be mediated via different geography-firm-organisation structures and consideration of these is essential for any realistic evaluation of the role of transportation infrastructure.
