Methodology/Approach: This work is an exploratory a case study based on decision analysis methods, a framework is proposed to make easier the selection of the main risks that should be managed. A mechanism that is relatively more complex, but more efficient for this analysis task. Findings: The proposed mechanism has several advantages over the approach traditionally adopted and does not inherit the biases arising from this widespread methodology. Research Limitation/implication: Applying this methodology to real complete programs would bring a more realistic notion of the costs and levels of complexity required for its implementation. This study aims to provide an avenue to research and evaluate the relative efficiency of financing of PPP projects empirically. A VRS model is established for computing the relative efficiency of financing in PPP projects which incorporates qualitative information and quantitative analysis. The specific model is adopted to analyze the application of PPP mode in China from two aspects (a) does PPP mode plays a positive role in financing of projects in China, and (b) where China stands in application of PPP mode all over the world. The results show that (a) the application of PPP model commendably improves the efficiency of Chinese construction projects, and (b) at present the efficiency of financing in Chinese PPP projects is at a relatively higher level as compared to the other countries in the world. This model helps to provide measurable basis to have a deeper understanding of PPP and gives empirical evidence for stakeholders in PPP project to choose an optimal scheme and knowing their relative level better.

Shadow price of the oil industry is a key evaluation parameter for the business of an economy. In this paper, the application of input-output method and linear programming theory has been sought to establish an optimization model for the oil industry and the shadow price of the oil industry has been calculated according to the 2007 China input-output table. The analysis concludes that among the agriculture, the industry, and the tertiary industry, the prices of oil industry products bear maximum influence on the prices of agricultural products.

Big data technologies are now available for businesses of all scales and the organizations are adopting them increasingly to capitalize on various business gains. In this era of growing projects globally, big data is not only assisting in information exchange but also bringing convenience for communication management in large scale projects. This study assesses the level of awareness of communication management professionals regarding Big Data technologies and analyzes the contribution of different factors responsible for the rate of adoption of big data technologies for communication management in large projects. The study is based on online surveys and interviews of different organizations and the academia. The findings show that, among others, fear of job loss is a major hindrance while the enhanced information mobility is the major accelerator towards the adoption of big data technologies for communication management. It further establishes that unawareness of the professionals towards big data technologies plays a negative role in their acceptance.

In this paper we use GARCH model to analyze data of Shanghai composite index, Shenzhen component index, and Hong Kong index on the day's closing prices for the period January 1, 2005 to December 31, 2012. During this study we a) explore the correlation in between the said three stock markets and the influences that each market has on the others, b) observe the basic statistical characteristic analysis of the return and unit root stationary test of yield sequence, and analyze three cities tertian yield change of cause and effect using GRANGER causality test, and c) perform the parameter estimation, modeling, and fitting of GARCH model. We find that indices of said three stock markets are correlated. This study concludes that GARCH(1, 1)-GED model fits all the three stock markets better. The findings of this study may be helpful for the investors in their investment decisions in relevant markets.

As the programmes remark a distinct locus in the organizational hierarchy, they mandate adoption of precise risk management approaches. Telecommunication development programmes are risky and complex undertakings; consequently they obligate meticulous controls in order to be prosperous. This study seeks the implementation of a specialized programme risk management procedure for a large-scale development programme – the Next Generation Wireless Mobile Services programme – in Pakistan telecom market. The proposed procedure follows the standard risk management process in an organized way, utilizes certain decision tools, and attempts to balance the risks facing the programme. It demonstrates how some information gathering ideas together with the popular tools e.g. the Analytical Hierarchy Process, the As Low as Reasonably Practicable rationale and the Standard Deviation notions can be used for balancing the risky environs in the subject programme. The results present substantive improvement in the risk exposures of said telecom programme and authenticate the methodology offered. This approach can also be useful in managing risks in a variety of other (large-scale) programmes.

Given the fact that Big Data is going to be part of every business organization very soon, this study aims to present a new communication management strategy in order to accommodate the change in technology of data base storage systems. The complex large projects always emerge with different modes and have different attributes for processing the data. In this model different data sources of a large scale project are connected to the enterprise data ware house using Information Inference Framework (IIF). This new approach may provide an enhanced way of communication management for activities in large scale projects.

It highlights the distinctions of programs over projects and discusses why programs are more risky. Further, based on relevant descriptions and findings from respective literatures, we report a number of perceived barriers en route for risk management implementation on ground; we also discuss the reasons and rationales behind such infirmities. Dominant factors causingunderprivileged risk management are classified into four prime categories: resource constraints, contextual restrictions, learning imperfections and human limitations. An empirical survey-based study conducted from Pakistan telecom professionals discovers that monetary constraints, schedule compels, unstable organizational environment, lack of executive’s commitment towards risk, and deficit of risk-aware culture are the topmost barriers that impede the implementation of risk management in large-scale telecom programs in the country. The concepts defined in the early parts of this study will enable the practitioners to understand the program risk management subject in enhanced ways, while the findings delineatedlater can equip the relevant stakeholders with better learning of affairs prevalent in Pakistan telecom industry; this may also aid policy makers in instigating corrective actions.

Programs occupy a distinct locus in organizational hierarchy, so therefore necessitate specialized management approaches. Risks in programs tend to widen the gap between the organizational plans and the actual program realizations. However, effective risk management can minimize these gaps. This research frames a structured approach for program risk management, called Risk Leveling in Program Environments (RLPE), which suggests (a) a deliberate shift of risks to the right organizational level where they can be addressed most effectively; and (b) a unique procedure for risk management, which attempts to stabilize the risky contexts in programs. RLPE tracks the standard risk management process, preserves distinct program locus, and employs certain qualitative and quantitative measures to achieve risk leveled environments for program success. It has been demonstrated how certain tools and concepts, such as Analytical Hierarchy Process (AHP), As Low As Reasonably Practicable (ALARP), standard deviation, etc. can be employed for risk oriented decision making in programs. RLPE is an instrumental approach, which can help the policy makers in controlling the risky contexts thereby providing sustainable growth for development programs. The offered approach can be particularly advantageous for risk management in large-scale (development) programs.
