Ül... more Nüfus konusu, ilk çağlardan beri toplumlar ve sosyal sistemler açısından önemini korumaktadır. Ülkelerin nüfusu ile ekonomik ve siyasal açıdan etkinlikleri arasındaki tarih boyunca bir ilişki olmuştur. Nüfusu çeşitli yönleriyle inceleyen bilim dalına demografi denilmektedir. Demografik açıdan dünya büyük bir değişim geçirmektedir. Sosyal, ekonomik, tıbbi ve teknolojik değişimlerin sonucu olarak dünyada yaşlı nüfusu artmış ve artmaya devam etmektedir. Bu yüzden 21. Yüzyılda ortaya çıkan en önemli demografik sorun, nüfusun yaşlanmasıdır. Yaşlanan nüfus, devlete olan bağımlılığı artırdığı için, nüfusun devlet üzerindeki baskısı da artmaktadır. Ancak yapılan inceleme ve tespitler göstermektedir ki, bu etki gelişmiş ve gelişmekte olan ülkeler açısından farklılaşmaktadır. Gelişmiş ülkeler, nüfusları henüz yaşlanmadan zenginleşmişken, gelişmekte olan ülkeler ise zengileşme sürecine giremeden yaşlanma sorunu ile karşı karşıya kalmış durumdalar. Demografik yapıda meydana gelen bu değişimin etkilerden birisi de kamu maliyesi alanında hissedilmektedir. Yaşlanan nüfusun ortaya çıkardığı sağlık ve emeklilik giderlerindeki artışlar, tüketim alışkanlıklarının zayıflamasına bağlı olarak harcamalar üzerinden alınan vergi gelirlerindeki düşüş, kişisel gelir vergilerindeki hasılat azalışları, ekonominin ihtiyaç duyduğu işgücü miktarındaki azalmanın toplam hasılada yol açtığı düşüşe bağlı olarak ekonomideki yavaşlama gibi durumlar bu sorunların başında gelmektedir. Bu çalışmada sözü edilen bu sorunlar kısmen dünya örnekleri kısmen de Türkiye örneğinden hareketle genel hatları ile ele alınıp değerlendirilmeye çalışılmıştır.
Abstract
Population has been an important issue for societies and social systems since the early ages. Historically speaking, there has always been a relation between population of countries and their economic and political strengths. The science that analyzes population from many aspects is called demography. From a demographical point of view, the world has been going through a big change. As a result of social, economic, medical, and technological changes, elderly population in the world has been increasing. For this reason, the most important demographic problem of the 21st century is the aging population. As aging population increases dependency on state, the pressure of population on state also increases. However, studies reveal that this impact is different for developed and developing countries. Developed countries became wealthy before their population aged; whereas developing countries face aging population problem before they could become wealthy. An important impact of this change on demographic structure has been on public finance. Increase in health and retirement costs due to aging population, decrease of tax income from spendings due to weakening consumption habits, decrease in personal income taxes, slowing economy due to decrease in total revenue caused by decrease in manpower amount needed for the economy are all among the leading problems. This study focuses on these problems and evaluates them in general terms through examples from Turkey and the world.

Vergi matrahlarının tespit edilmesi sürecinde olağan (beyan usulü) ve olağanüstü (ikmalen, re’sen ve idarece tarhiyat usulü) şeklinde iki usul yer almaktadır. Türk vergi sisteminin temeli de modern vergi sistemlerindeki gibi beyan esasına dayanmaktadır. Beyan esası sistemine dayalı vergi sistemlerinde vergi denetimi modern vergi düzeninin sağlanabilmesi bakımından oldukça önem arz etmektedir.
Kişiler pek çok sebep dolayısıyla vergiye tabi matrahlarını en aza indirme gayreti göstererek, kanunen kabul edilen sınırların dışına çıkabilmektedirler. Vergi mükelleflerin kanun dışı yollara başvurması, vergi kayıp ve kaçaklarının miktarının artmasına neden olarak devletin tahsil etmesi gereken kamu gelirlerinin azalmasına neden olmaktadır.
Devlet, vergi denetim araçları olan yoklama, vergi incelemesi, arama ve bilgi toplama sayesinde, söz konusu kanunların çizdiği çerçevenin dışına çıkmış olan mükellef davranışlarını tespit ederek, gerekli cezai yaptırımlar uygulanmasını sağlar.
Bu çalışmada, vergi denetiminin tarihçesinin yanı sıra 2011 yılında 646 sayılı kanun ile vergi denetim kurumlarını tek çatı altında toplamış olan Vergi Denetim Kurulu Başkanlığı incelenmiştir. Gerçekleştirilen araştırmalar neticesinde vergi denetiminde karşılaşılan sorunlar tespit edilerek yetersiz kaldığı noktalar tespit edilerek çözüm önerileri getirilmeye çalışılmıştır.

ABSTRACT
There are two methods: ordinary (declarative method) and extraordinary (replenishment, re-inspection and administrative tax procedure) in the process of determining the tax bases. The basis of the Turkish tax system is based on the principle of declaration as in modern tax systems. Tax audit is crucial to ensure modern tax regulation in tax systems based on principle of declaration.
People are able to go out of legal boundaries by struggling to reduce the minimum level of their tax base because of so many reasons. If the taxpayers use illegal methods, it causes to a decrease in the public revenues that the state has to collect because it causes an increase in the amount of tax losses and evasion, There are dıfferent ways that tax auditing tools are used such as surveys, tax audit, search and prospecting, the taxpayers' behaviors which are out of the frame drawn by the state with related laws are detected and the necessary penal sanctions are applied.
In this study, tax audit, the history of tax audit and finally the presidency of tax inspection board passed tax audit institutions under a single roof, by being made actual through the law No. 646 statutory decree On July 10.07.2011 has been examined. As a result of the researches carried out, the problems encountered in tax auditing were identified and solutions were offered to the points where they were insufficient.
