The Western Balkans have faced many challenges in the last two decades. Thus the path of socioeconomic progress has not been easy at all. Continuous efforts over time in the arena were made to reduce the gap in the integration path toward the EU. Year 2019, with the COVID-19 pandemic, the European economy was placed in a new economic position. Unlike other known crises, dealing with such an unknown visa, social reactions, cultural conflicts, and the many restrictions that were imposed as a security measure affected the socio-economics of the EU states, questioning the degree of real convergence between the EU states and those of the Western Balkans. The purpose of this paper is to know the effect of the global and covid crisis on the convergence of the Western Balkan states as well as the convergence between the EU states.

Diplomacy as a means of communication between states has been and still is the most effective way to achieve the goals set before a state. Special emphasis and importance is given to preventive diplomacy, which day by day occupies an increasingly important place in resolving disputes and preventing conflicts. The legal basis for the application of prevention in the process of prevention or escalation of conflicts is found in the Charter of the United Nations. The overall work of the UN is based on prevention and it promotes mechanisms and instruments for peacekeeping. Background: The civil society of different groups of actors, communities, and social formations, registered or unofficial, achieves responsibility and commitment in public life for the protection and promotion of values and common objectives for the good of society. Youth, women, and community representatives are the main actors in civil society that work to prevent and combat deviant phenomena in times of peace and especially during war, due to their influence and ability to promote social changes. This article publications on the first results of the third International Self-Publikation Study of Delinquency (ISRD-3), a large international collaborative study of delinquency and victimization of 14-to 18-year-old students. The analysis is based on a sub-sample of the data set: 2060 respondents from 4 cities in the Republic of Kosovo. The prevalence rate of the main categories of delinquency in comparison to individual countries participating in ISRD3, as well as for 6 groups of countries, are presented as well as data on experiences of victimization (theft and robbery/extortion). Using different measures, we have compared the data with our country where there are significant differences in the level and type of offense found between groups of countries such as Europe, America and other countries. In this article, we compare the rates of offending and victimization found by ISRD-3 with other main sources of national statistics available in the Republic of Kosovo based on the police and the prosecutor. The article concludes with implications and suggestions for further research.

Diplomacy as a means of communication between states has been and still is the most effective way to achieve the goals set before a state. Special emphasis and importance is given to preventive diplomacy, which day by day occupies an increasingly important place in resolving disputes and preventing conflicts. The establishment of the missions of the United Nations, the OSCE, and later of the European Union and the United States of America proved to be a good example of preventing the spread of the conflict and can serve as a model for future prevention missions based on the Balkan experience. The benefits of a preventive mission can be great, both for the host country and for neighboring countries. The period in which a preventive mission is present should be fully used for the development of the country and the region where it is established, to preserve and strengthen peace and security and to offer assistance in various segments, especially in the case of the newly created Balkan state, such as which are the Republic of BiH, the Republic of Kosovo or the Republic of Northern Macedonia.

The geostrategic position of the Republic of Kosovo in the Balkans and the postwar conditions enable various criminal groups to commit serious crimes. This threat can be reflected in various forms, depending on economic and social life, especially in the conditions of globalization. The high level of unemployment and poverty also contribute to the creation of favorable conditions for the presence of crime in general. Elements of organized crime are groups or criminal organizations that have three or more members. They can be large or small, both in terms of the number of members and in the manner of their criminal activity, and they can have a national and international character. Therefore, the introductory part must explain the concept of security, its content, and its social function from an interdisciplinary point of view. In this regard, only the intensive democratization of society, the adoption of adequate regulatory rules, and the permanent education of law enforcement agencies, as well as members of the intelligence service, with meaningful information to the public, i.e., citizens, and the development of a political and security structure, represents a roadmap for more effective prevention of organized crime in Kosovo.

Such an approach can cause significant physical, mental and emotional damage to those children with long-term effects that last until adulthood, and we have many cases where the same behavior continues in young families. Çdo person ka të drejtë për jetë produktive shoqërore brenda një konteksti ligjor e etik, përfshirë edhe personat që kanë kryer vepra penale dhe që e kanë kryer dënimin e caktuar në bazë të ligjeve në fuqi dhe ketu vije deri tek ndryshimet e shpeshta dhe konfliktet mes ligjit per te rritur dhe atyre te mitur. Main objective of this research is the estimation of the security of Kosovo citizen's. This research analysis analyses the possibilities to increase the quality of life in Kosovo. This manuscript tries to perceive the security of the citizens of Kosovo and how they perceive the individual and collective security; safety and living environment; credibility for the Kosovo Police (KP); community relations and interethnic relations. It describes the problematic challenges faced by the residents of Kosovo, and identifi es a number of recommendations to strengthen the work of law enforcement agencies in the future. The explanations so far show us that the state is the bearer of security in any society. It realizes its function through legitimate powers, which its executive bodies possess and are authorized to protect public and legal order. These high-security standards arise from normative rules, namely, laws and the constitution. Without violence, the state is obliged that every individual provides basic rights and freedoms that agree with the postulates and human civilization. In order that the individual to be able to realize these rights, their behavior should be in line with regulatory rules in the center of which lies the requirement of inviolability in the security segment. So, if we want to build a legal and democratic state, its institutions must be bearers of state dynamics as well as of change, development, and simultaneously, bearers of control over government and pressures towards it. The police as a law enforcement organ without doubt must respect the code of ethics, because without a meaningful collaboration between police and community, and without respect for the code of ethics, the police would not have civic trust, thing that would affect the citizens' insecurity and the state in general.

Background: The feeling of fear of crime is a condition created in the hearts of many citizens, both in urban and rural areas, in war or peace, and the goal of many international researchers in the field of criminology is to evaluate it. The scientific research of deviant behavior o youth by rule is aimend at delinquency of minors or young criminal recidivists. The focus of this research was directed toewards the socially unacceptable beahviors displayed in a school setting and represent precarious asocial behavior. Defining the concept of psuchological and sociological variables and using a number of multivariate analyses, the research was successful in studing the influence of correlation and prediction of individual sources nd composite variables of pre deliquet behavior. The research stage also included multiple classifications, typifying, and morphological analysis of pre delinquent behavior. Theprocessing model of casual determination indicated insubstantial consecuquenses of war circumstances and migration experinces on certain pre delinquent behavior. Furthermore, dysfunctional did not significanty influence delikuent and criminal behavior among youth as other research may sugegest. Entry Kosovo faces many challenges as a Rijen countries it is emerging from a war which left more consequences as those materials, formal, social training, economic, educational organization.

The justice system is one of the main pillars of any democratic society, in this regard, of Kosovar society. Ensuring independence, impartiality, transparency, and increasing the efficiency of the judiciary are postulates that express the trust of citizens in the judiciary. In order for this trust of the citizens to exist in the judiciary, the judiciary professionals must be able, with professionalism, dedication, effectiveness at work, and in accordance with the Code of Ethics, to meet one of the criteria for the integration of Kosovo into the Union. European. One of the principles in the justice system is the principle of the right to be tried by an independent and impartial court, which provides a double guarantee for the individual, this right is guaranteed, on the one hand by the Universal Declaration of Human Rights, the European Convention on Human Rights, as well as other documents and Recommendations of the Council of Europe, and on the other hand, for the power in which the judiciary fulfills the obligations provided by the Constitution and laws. In this regard, Kosovo has made reforms of the judicial system, but from the current judicial practice, it can not be said that the judiciary with its work, in cases of corruption, adjudicates in accordance with the requirements of the European Union. The main objective in preventing and combating corruption in the judicial system in Kosovo is its reform and vetting at all levels of the judicial system, considering the fact that in Kosovo there is a sufficient legal framework designed precisely to ensure, among other things, justice for perpetrators of corruption offenses. A non-corrupt justice, among other things, will create conditions for Kosovo's integration into the European Union.

The ojects of examination and study in this  work is Criminality-Organized Crime spefication in Kosovo. Crime and organized crime in Kosovo has existed since the times, but after the war has taken extremely alarming proportions and forms and is seriously has destroyed the economic well-being of this little we have and the physical security of the entire people. This phenomenon needs to be combated and overcome with various criminological methods.
In this paper we have tried to bring the notion of organized crime known in our lands and what are the types of organized crime more pronounced in Kosovo and be the Balkans in general. We continue with the way to the birth and types of organized crime in Kosovo and the current state of organized crime spread throughout the Balkans, and we will try to bring the features of organized crime more pronounced in R .Kosoves.
