This is sometimes known as the port control centre whereby
it’s the place where all ship activities, cargo operations, safety
measures and traffic movements are coordinated, monitored
and managed.
Roles of port operations and communication

Monitoring ship movement: tracking the vessels entering,
exiting and moving within the port using the radar and
CCTV cameras.
Handling communications: communicates with ships via
VHF radio to give instructions, coordinates with customs,

Ensuring safety and emergency response: Responds to accidents, oil spills, fires, engine
failures or any kind of emergency immediately. Also they monitors the weather, tides and
dangerous goods.
Coordinating ship arrival and departures: Receives ship arrival notifications, they assign
berthing allocation( docking location) for the incoming ships.
A good example is that of Dar es salaam port, where the Tanzania Port Authority operates the
port operation centre as they use the Port Community System (PCS) to manage ship
notifications, tracking cargo clearance and customs procedures.
PORT TRAFFIC MANAGEMENT
This involves the planning, organizing, monitoring and controlling the ship movement, the flow
of cargos and cargo within a port area to ensure efficient and safe operations.

4. Environmental monitoring: watching weather, tides and currents to adjust ship movements

Port management systems; software for scheduling and traffic forecasting
vessel traffic services (VTS) :through the use of radar and communication system to monitor
and guide ships. For example the Singapore port uses Next Generation Vessel Traffic
Management which predicts the vessel movements

Refers to the total amount of time a ship spends in
port, that is from the moment it arrives at the port
entrance to the moment it departs after completing
its operation
For the port of Dar es salaam as an example the
regulatory performance benchmark set a target ship
turn round time of 2 days for containerized vessels
and 3 days for general cargo vessels. In case of
globally, the shanghai port of China is one of the
fastest ship turn round time in the world

Important departments involved in the consignment process
The following are the departments involved in consignment process.
1. Customs Department
The Customs Department is responsible for regulating and facilitating international trade by
enforcing laws related to the import and export of goods. In Tanzania, the Tanzania Revenue
Authority (TRA) oversees customs operations. This department ensures that all shipments
comply with national laws, collects duties and taxes, and conducts inspections to prevent
smuggling and ensure safety standards.
2. Port Authority
The Port Authority manages port operations and infrastructure. In Tanzania, this role is fulfilled
by the Tanzania Ports Authority (TPA). The Port Authority oversees the loading and unloading of
vessels, maintains port facilities, and coordinates activities among various stakeholders including
shipping lines, freight forwarders, and customs
3. Shipping Lines
Shipping lines are companies that operate cargo ships to transport goods between ports. They
handle logistics related to vessel scheduling, cargo booking, and documentation such as bills of
lading. In Tanzania, major shipping lines like Maersk or MSC play a significant role in
facilitating international trade by providing reliable shipping services
4. Freight Forwarders
Freight forwarders act as intermediaries between importers/exporters and transportation
services. They manage logistics on behalf of their clients by coordinating shipments from origin
to destination. This includes arranging for customs clearance, storage solutions, and insurance.
5. Inspection Agencies
Inspection agencies are responsible for verifying that imported goods meet specific health and
safety standards before they can enter the local market. In Tanzania, agencies such as the
Tanzania Bureau of Standards (TBS) conduct quality checks on various products ranging from
food items to industrial equipment.
6. Warehousing Services department
Warehousing services provide temporary storage solutions for cargo awaiting clearance or
further transportation. These facilities can be located within or near port areas to facilitate
quick access to goods once they have cleared customs
Port Operation Planning
This is the process of organizing all port activities in advance to ensure that ships, cargo, and
people move efficiently and safely through the port.
Main Activities in Port Operation Planning
1. Ship Scheduling and Berth Planning:
- Planning which ship arrives when and where it will dock (assigning a berth).
- Making sure there is no traffic jam at berths.
2. Cargo Handling Planning:
- Deciding how to load/unload cargo efficiently.
- Assigning cranes, forklifts, and workers to the right ship at the right time
3. Resource and Workforce Planning:
- Planning the number of dockworkers, truck driver, security staff needed.
- Ensuring that tugboats, pilots, and cranes are available.
4. Customs and Documentation Preparation:
- Preparing customs clearance systems for smooth processing of cargo.
- Ensuring documentation (shipping bills, cargo manifests) is ready before ships arrive.
5. Safety and Emergency Planning:
- Setting emergency procedures (fire drills, oil spill response).
- Monitoring weather forecasts to prepare for storms or high tides.
A good example is the Tanga Port which uses a Berth Planning System to schedule and
allocate berths days before ships arrive. The Port Community System (PCS) allows all
stakeholders (shipping lines, customs, port authority) to access updated ship schedules and
cargo plans. If a large container vessel is expected, cranes, trucks, and customs officers are
prepared before arrival.
Also the Port of Hamburg, Germany uses AI-based planning systems that predict ship arrivals
using real-time sea conditions.
Levels of Planning
There are almost three levels of port operation planning which are:
1) Strategic Planning:
Strategic planning involves setting long-term goals and developing port infrastructure and
capacity. In Tanzania, a significant example is the ongoing expansion of the Dar es Salaam Port,
which aims to increase its capacity to handle larger volumes of cargo and improve overall
efficiency. This expansion includes upgrading facilities and enhancing connectivity with inland
transport systems.
2. Tactical Planning:
Tactical planning focuses on medium-term resource allocation, maintenance schedules, and
operational improvements. This level of planning addresses how resources will be utilized
effectively over a period of time, ensuring that the port can handle expected traffic while
maintaining operational standards.
3. Operational Planning:
Operational planning deals with short-term scheduling of vessel arrivals, berthing assignments,
cargo handling processes, and resource deployment. This level ensures that daily operations are
executed efficiently, coordinating activities among various stakeholders such as shipping lines,
terminal operators, and customs authorities.
