  • The granting of more powers, authority, responsibilities and resources by the
    national government units for them to be self-reliant and more proactive

  • Transfer of power and authority from the national government to local
    government units (LGU)

  • Transfer of some public functions and responsibilities, which government may

Local Government Code of 1991
• Republic Act 7160
• Based on Article 2, Section 25 of the 1987 Philippine Constitution,
  which states:
      “The State shall ensure the autonomy of local governments”
Aims of RA 7160
• To transform LGUs into self reliant communities and active partners in
  nation-building by granting them more powers, authority,
  responsibilities and resources
• To achieve economic development at the regional and local levels by
  giving more freedom in carrying out their programs that are suitable
  for their area

Devolved Regulatory Powers
• Reclassification of agricultural lands
• Enforcement of environmental laws

Local Government Composition
• Province
  • Intermediate unit in providing supervision to the municipalities and component
    cities and under it
  • Performing services for the national government
• City and/or municipality
  • Basic units of the local government delivering services for the people who live
    together in a community
• Barangay
  • Sub-municipal unit which provides face-to-face interaction among the people
Autonomous Regions
• Has the authority to control the region’s culture and economy
• Minority entity that has a higher population of a particular minority
  ethnic group
• 1987 Constitution allows for two autonomous regions:
  • CAR
    • Cordillera Administrative Region
    • Not yet fully autonomous because of failed plebiscites
    • Abra, Apayao, Benguet, Ifugao, Kalinga, Mountain Province
  • BARMM
    • Bangsamoro Autonomous Region in Muslim Mindanao
    • Formerly Autonomous Region in Muslim Mindanao
    • Basilan, Lanao del Sur, Maguindanao, Sulu, Tawi-Tawi
